ICPC Detains Ex-Naval Chief and NSCDC Deputy Commandant Over Alleged N3bn Fraud

The Independent Corrupt Practices and Other Related Offences Commission (ICPC) apprehended former Chief of Naval Staff, Usman Jibrin, and Deputy Commandant of the NSCDC, Adam Yusuf, on Friday for allegedly diverting N3 billion in public funds.

Investigations suggest Jibrin masterminded the scam, utilizing 92 fictitious companies, while Yusuf allegedly served as a front to acquire luxury assets, including real estate in Dubai.

In 2019, a court order froze their assets, but the decision was overturned in 2022 due to insufficient evidence. However, the ICPC successfully appealed, leading to the forfeiture of four properties to the government, with ongoing legal proceedings.

Jibrin, who served as Nigeria’s 21st Chief of Naval Staff from 2014 to 2015, has faced multiple corruption allegations, including cases of money laundering involving N600 million and N1.5 billion. The ICPC continues to pursue other individuals implicated in the scheme, according to sources.
