Nigeria may be on the verge of one of the most significant constitutional reforms since the return to democracy, following the decision of the National Assembly to transmit the State Police Bill to the 36 State Houses of Assembly for consideration and ratification.<\/p>\n\n\n\n
The development marks a major step toward the possible creation of state-controlled police services, a proposal that has dominated national security debates for more than two decades.<\/p>\n\n\n\n
If approved by at least 24 state legislatures, the constitutional amendment would pave the way for governors and state governments to establish and oversee their own police formations alongside the existing Nigeria Police Force.<\/p>\n\n\n\n
The move comes at a time when insecurity continues to challenge virtually every region of the country. Banditry in the North-West, terrorism in the North-East, kidnappings across the Middle Belt, farmer-herder conflicts, oil theft in the Niger Delta, and violent crimes in the South-West and South-East have increasingly exposed the limitations of Nigeria’s highly centralised policing structure.<\/p>\n\n\n\n
For decades, critics have argued that a country of over 220 million people cannot effectively be policed from Abuja alone. Nigeria currently operates one of the world’s most centralised police systems, with operational control resting largely with the Inspector-General of Police and the Federal Government.<\/p>\n\n\n\n
Supporters of state policing believe local police officers would possess better knowledge of their communities, language, culture, geography and criminal networks. They argue that faster intelligence gathering, quicker response times and stronger community relations could significantly improve security outcomes.<\/p>\n\n\n\n
Several governors have repeatedly complained that they are constitutionally designated as chief security officers of their states but lack direct control over police personnel deployed within their jurisdictions.<\/p>\n\n\n\n
The growing success of regional security outfits such as Amotekun in the South-West, Ebube Agu in parts of the South-East, and local vigilante structures across northern states has further strengthened calls for constitutional recognition of decentralised policing.<\/p>\n\n\n\n
However, the proposal remains controversial.<\/p>\n\n\n\n
Opponents fear that state police could be abused by governors to intimidate political opponents, suppress dissent, influence elections and settle local political disputes. Concerns have also been raised about funding, recruitment standards, training, accountability and the possibility of ethnic or partisan policing.<\/p>\n\n\n\n
Human rights advocates have warned that without strong safeguards, independent oversight and constitutional protections, state police formations could become instruments of political persecution.<\/p>\n\n\n\n
Some northern leaders have also expressed concerns that wealthier states may develop better-equipped police services, potentially widening inequalities between states.<\/p>\n\n\n\n
Security experts, however, argue that these concerns can be addressed through clear constitutional provisions, independent police service commissions, judicial oversight, federal standards and limits on the powers of state governments.<\/p>\n\n\n\n
The constitutional amendment process now shifts to the 36 State Houses of Assembly, where lawmakers will debate the proposal and determine whether Nigeria should fundamentally restructure its policing system.<\/p>\n\n\n\n
To become law, the amendment must secure the approval of at least two-thirds of the state legislatures before being returned to the National Assembly and subsequently transmitted to the President for assent.<\/p>\n\n\n\n
Many analysts believe the debate over state policing represents a broader conversation about federalism and the distribution of powers within Nigeria.<\/p>\n\n\n\n
Supporters describe it as a long-overdue reform that reflects the country’s diversity and security realities. Critics remain cautious, warning that decentralisation without safeguards could create new challenges.<\/p>\n\n\n\n
Regardless of the outcome, the transmission of the bill to the states marks the closest Nigeria has come to adopting state police since independence.<\/p>\n\n\n\n
For millions of Nigerians who have endured years of insecurity, kidnappings and violent crime, the decision now rests with state lawmakers who will determine whether the country takes a historic step toward decentralised policing or retains the existing centralised system.<\/p>\n","protected":false},"excerpt":{"rendered":"
